Authentic reproduction of the kicker pedal as used on civilian Harley-Davidson motorcycles from 1943 to early 1945.
During World War II, Harley-Davidson, following directives from the War Production Board (WPB), replaced the standard rubber pedal covers with durable steel sleeves to conserve rubber for essential wartime production.
The War Production Board, a U.S. government agency responsible for coordinating the allocation of resources, implemented numerous measures to reduce the consumption of critical raw materials. The steel-sleeved kicker pedal is a direct result of these efforts.

Kicker pedals as original

A good design prevails: there's no other way to express this, when a kicker pedal from 1916 remains functional well into the 1960s. With the Bicycle Style kicker pedal, Harley-Davidson has definitely created an icon.

The cost-cutting constraints of the Second World War and the first post-war years brought about the War Production Board parts. Plastic instead of rubber or even just steel, raw materials were in short supply and largely reserved for war production. Army bikes only had very simple parkerized steel constructions to kick on anyway.
