Upper retainers only, for OEM-style pushrod covers.
The tightness of the original pushrod cover tubes does not depend only on the seals' condition, but at least as much on the tension clips. These wear out over time due to repeated removal and installation. Alternatively, a previous owner may have ground their edges to ease installation. Then the only solution is to replace them.
