In 1968 and 1969 the factory eliminated the kick starter on the Electra Glide models. But instead of introducing a new side cover for the transmission - that one came in 1970 - they plugged the shaft hole in the starter cover and used up their starter cover stock. This gasket is for those who have a seeping starter cover plug.
