When the first rear swingarms were installed on Harley's K models, the swingarm saddle had actually become obsolete, at least on this model line. However, the Factory continued to offer both options for a decade and a half. For the passionate solo rider, there was the saddle with spring unit, and for those who preferred to ride in pairs, there was the Buddy Seat, which was attached to the frame via two clamps. The early double seats were plain straightforward affairs, on which the driver had to sit in a quite forward position to allow the buddy or favorite companion to fit behind. The 1970 boat tail - as Harley´s first Fiberglass fender-seat combination was nicknamed - brought more oomph to the design landscape. Or at least a strong need for discussion.

Couldn't you just put a foam rubber layer on the frame?

You could. And you could certainly cover 1000 miles on the highway in one piece. But as soon as the road begins to meander and the Harley is supposed to follow the ideal line in the curves, the seat has to be firm. From a riding point of view, a mushy seat only brings unrest to the chassis because the center of gravity can shift uncontrollably. So, if the seat of the Harley Sportster, Softail, FLH, FXWG, etc. is not a swinging saddle, it should be mounted tight to the frame.
